NDIS Pricing Arrangements and Price Limit Updates - 2024/25

When the NDIA releases a new Pricing Arrangements and Price Limit Updates document (colloquially known as the NDIS Price Guide), it brings with it many changes. 

Updates to the NDIS Price Guide outside of July 1 are also common. This article is used to communicate any and all changes in relation to updates related to the  2024/25 NDIS Pricing Arrangements and Price Limits to SupportAbility subscribers.

    Short Notice (SN) Cancellation Badges have been added to Activities and NDIS Support Allocations to reflect when 2-day or 7-day SN Cancellations apply for the relevant NDIS Support Items.

    These new badges are designed to assist staff in determining the required notice period in order for a SN Cancellation to be chargeable.

    2024/25 NDIS Pricing Arrangements and Price Limits v1.2, updated in SupportAbility tonight (published on the 16th of July, 2024)

    An updated version (1.2) of the 2024/25 NDIS Pricing Arrangements and Price Limits - effective 1 July 2024, was published on the 9th of July 2024. 

    This included one change:

    • P77: Correction of a price for item 11_023_0110_7_3 (From $229.99 to $222.99 (NSW, VIC, QLD & ACT) )

    This, and the changes outlined below in version 1.1, are expected to be included in the upgrade to SupportAbility v8.7.2 tonight on Tuesday, the 16th of July, 2024. 

    In addition to this, the incorrect 'Invalid support item' and 'Support not available' warnings when TTP is deactivated in System Preferences for TTP Supports in Activities prior to the 1st of July, 2024, will be blocked in this release also.

    Short Notice Cancellation information

    As mentioned previously, we are exploring options for displaying additional information regarding Short Notice Cancellations (2 days or 7 days) in a future release when Absent is ticked and the Short Notice Cancellation Reason is required. However, this information is not included in the Support Catalogue and will, therefore, have to be gathered manually from the PDF. 

    We expect this to be updated in SupportAbility in the next major release to v8.8, which is expected in late July or early August.

    2024/25 NDIS Pricing Arrangements and Price Limits v1.1 (published on the 9th of July, 2024)

    An updated version (1.1) of the 2024/25 NDIS Pricing Arrangements and Price Limits - effective 1 July 2024, was published on the 5th of July 2024. 

    There have also been several updates to the Support Catalogue, which is what SupportAbility relies on for NDIS Support Allocations in Activities and External Invoices (for providers of Financial Plan Management Services).  

    Our analysis of the changes is as follows: 

    • P21: Provider travel support 15_799_0106_1_3 has been replaced with 15_799_0103_6_3. 
    • P25: The price per km is increasing from $0.97 to $0.99 per km.

      No changes will be made in SupportAbility regarding this, as providers can customise this in System Preferences.

    • A change was made in the Support Catalogue: 01_066_0115_1_1 has moved from PACE Cat17 to PACE Cat1.

      Given CAT 17 under PACE is for SDA and this is an SDA Support Item, we are not confident about this, at this stage.
    • P77: Significant update to the price of 11_023_0110_7_3 (from $193.99 to $229.99, e.g. for VIC) - Already implemented in catalogue & SupportAbility.

    We expect a hotfix to be released next week to address what is needed in regards to the above. This article will be updated once this has been released.

    2024/25 NDIS Pricing Arrangements and Price Limits added to SupportAbility v8.7 (published on the 4th of July, 2024)

    Last night's upgrade to SupportAbility v8.7 included the 2024/25 NDIS Pricing Arrangements and Price Limits - effective 1 July 2024. 
    This is now in use in Activities & External Invoices for services delivered on or after July 1st, 2024. that are not Signed Off, e.g.:

    N.B. The only exception to this is where a Client’s Price Guide Transition settings are configured  not to utilise the latest Price Guide in Activities.

    Short Notice Cancellation changes

    The rules for Short Notice Cancellations have also changed. The PDF version of the Price Guide includes information about when '7 days' or '2 clear business days' is required for Short Notice Cancellations. 

    We are exploring options for displaying this information in a future release when Absent is ticked and the Short Notice Cancellation Reason is required. However, this information is not included in the Support Catalogue and will, therefore, have to be gathered manually from the PDF. 

    We will provide an update once this has been finalised.

    A new version of the Support Catalogue has been uploaded to the NDIS Website, with no notification of this from the Agency. 

    Our team have been busy analysing the changes ahead of updating the  2024/25 NDIS Pricing Arrangements and Price Limits in SupportAbility. 

    Our analysis of the updated Support Catalogue has been completed, and a summary of changes has been included below.

    Important information about TTP - this must be deactivated manually in System Preferences

    As previously advised, and in two email campaigns sent to the SupportAbility Announcements List: 

    It is recommended that providers using TTP ensure that all Activities for services delivered up to June 30, 2024, are Signed Off before manually deactivating TTP in System Preferences.

    Deactivating TTP in System Preferences is required so that:

    • all TTP NDIS Support Allocations in Activities that are not Signed Off are automatically updated to the non-TTP equivalent, and
    • TTP Supports can no longer be used.

    Once deactivated, your organisation will continue to be able to invoice/claim for any TTP Supports included in Signed Off Activities.

    Similarly, it is recommended that providers  do not Sign Off Activities for services delivered from the 1st of July, 2024, until your organisation deactivates TTP in System Preferences to ensure TTP Support Items are updated to the non-TTP equivalent and can no longer be used.

    Important - if TTP is not deactivated in System Preferences and TTP Support Items are allocated in Activities after July 1st, 2024, these Allocations will not be removed upon Activity Sign Off, and it will be possible to allocate these Supports and invoice/claim for them, which will result in errors and unpaid invoices. 

    Therefore, it is critical that providers who utilise TTP and have TTP Support Items Allocated in Activities after July 1st, 2024, deactivate TTP in System Preferences as soon as all of the Activities up to June 30th, 2024, are Signed Off.

    Summary of the changes in the 2024/25 NDIS Pricing Arrangements and Price Limits and expected release date (published on the 28th of June, 2024)

    Our analysis of the NDIS Pricing Arrangements and Price Limits 2024-25 has been completed, and we are pleased to announce the expected release date of the new Price Guide, as well as a summary of changes. 


    Expected release date

    We expect to add the  2024/25 NDIS Pricing Arrangements and Price Limits into SupportAbility on Wednesday evening, the 3rd of July 2024. Noting that this will only be applied to Activities after July 1st, 2024, that are not Signed Off. 

    Important – to ensure the new Price Guide is utilised, it is recommended that providers do not Sign Off on Activities for services delivered after July 1, 2024, until the new Price Guide is available to SupportAbility. 

    N.B. This will continue to be called the Price Guide in SupportAbility, e.g. Price Guide: QLD 2024/25 - July 1st

    A planned outage of 10 minutes is expected on Wednesday evening, July 3rd, 2024, between 8:00 pm and 10:00 pm AEST while this is being added to SupportAbility.     What has changed in the latest Price Guide?

    Many Support Items have an increased price, and many have had a name change. 3 Support Items have been added, 179 Supports have changed prices, and 315 Support Items have been removed. 

    Further details are available in the  Analysis Summary section below. 


    TTP ending

    Contrary to the Price Update communicated by the Agency on the 18th of April, 2024 as referenced below, it appears that the TTP Support Items have been removed rather than updated to Legacy Items. 

    Please see an update earlier in this article, which includes important information about the recommended steps to manage the transition away from TTP in SupportAbility. 


    Short Notice Cancellation rules

    The rules for Short Notice Cancellations have also changed. The PDF version of the Price Guide includes information about when '7 days' or '2 clear business days' is required for Short Notice Cancellations. 

    We are exploring options for displaying this information when Absent is ticked, and the Short Notice Cancellation Reason is required. However, this information is not included in the Support Catalogue and will, therefore, have to be gathered manually from the PDF. 

    This will be reviewed shortly after the initial release to include the new Price Guide in SupportAbility.

    2024/25 NDIS Pricing Arrangements and Price Limits - under review (published on the 28th of June, 2024)

    The 'NDIS Pricing Arrangements and Price Limits 2024-25' was published on the NDIS website today, along with a new Support Catalogue effective July 1st, 2024. 

    The team at SupportAbility are currently analysing the changes, and we will provide more information regarding this as soon as possible.

    Temporary Transformation Payment (TTP) ending - important transition information (published on the 27th of June, 2024)

    As per a pricing update announcement on the 18th of April, 2024, the Temporary Transformation Payment (TTP) for disability support worker-related supports will end on 1 July 2024. Providers will no longer be able to claim the TTP loading for services delivered on or after this date.

    The Agency has advised that for Claims related to TTP services delivered before 1 July 2024, refer to the Legacy Support Items tab of the Support Catalogue. We understand this means that TTP Support Items will be converted to Legacy Items in the upcoming Pricing Arrangements and Price Limits so that these supports can continue to be claimed for services delivered before July 1, 2024.

    SupportAbility has existing functionality available to assist providers in managing TTP. 

    TTP can be Activated/Deactivated at the Client Funding level or in System Preferences. 

    When TTP is deactivated in System Preferences in SupportAbility: 

    • All TTP NDIS Support Allocations in Activities that are not Signed Off are automatically updated to the non-TTP equivalent.
    • Any TTP NDIS Support Allocations in Activities that are Signed Off can continue to be invoiced/claimed.
    • Calculated Support Item Budgets for TTP applicable Support Items will be converted to a Total Budget Value dollar amount.

    Recommended steps

    It is recommended that providers ensure  all Activities for services delivered up to June 30, 2024, are Signed Off prior to manually deactivating TTP in System Preferences. 

    This will ensure that all TTP NDIS Support Allocations in Activities that are not Signed Off are automatically updated to the non-TTP equivalent, while continuing to allow your organisation to invoice/claim for these Supports for services delivered prior to this. 

    Similarly, it is recommended that providers  do not Sign Off Activities for services delivered from the 1st of July, 2024, until your organisation deactivates TTP in System Preferences, and the new Price Guide has been updated in SupportAbility

    Like everyone else in the sector, the team at SupportAbility is eagerly awaiting the release of the new Pricing Arrangements and Pricing Limits for July 1st on the NDIS website.

    As soon as this is updated, our team will analyse this and determine a plan to update the pricing and any other required changes in SupportAbility.

    How to deactivate TTP in System Preferences

    Important - please ensure all Activities for services delivered up to June 30, 2024, are Signed Off before deactivating TTP. 

    To deactivate TTP, navigate to the Funding tab in System Preferences: 

    Select the 'Change' button and then 'Deactivate TTP Pricing': 

    Confirmation of this is required by selecting 'Deactivate TTP Pricing' again:

    Noting that this could take up to 15 minutes to take effect. 

    It is important to note that once TTP is deactivated in System Preferences, this will result in the following validation messages appearing in Signed Off Activities, including TTP Support Allocations: 

    • an amber 'Invalid NDIS Support Items Allocated' in the Activity under the NDIS Funding, and 
    • a red 'Support not available' warning in the NDIS Support Allocation window. 

    These validation messages are being reviewed, however, they can be disregarded for now as they were valid at the time. 

    The other important consideration in relation to TTP invoices and claims is that once TTP has been Deactivated in System Preferences, corrections will not be possible in Finance Edit Mode for these Supports. 

    Your organisation will be able to Cancel these Supports but not re-add the TTP version once it has been deactivated. Therefore, corrections will need to be made manually, or the non-TTP equivalent support will need to be used.
